Bylaws

Article I. Name.

The organization shall be known as the Walnut Creek Racquet Club (WCRC or the Club), a non-profit association. The Club is sponsored by the Parks, Recreation and Open Space (PROS) Commission of the City of Walnut Creek and agrees to observe the regulations of the City Sponsored Clubs as defined in the “Special Use Policy for Walnut Creek Tennis Facilities.”

Article II. Purpose.

The WCRC shall endeavor to educate its members as to the physical, mental and community benefits to be derived from playing tennis. Further, the WCRC shall endeavor to cause the expansion and development of the facilities available to playing tennis in the Walnut Creek area. The WCRC shall support tennis for our members and tennis community by organizing leagues, tournaments and other member events.

Article III. Membership.

The membership shall consist of persons of all ages interested in tennis. There are no restrictions as to race, creed, color or residency. There shall be three classes of memberships: family, single and juniors. Junior memberships shall be limited to individuals of 17 years and under. Family shall be defined as two people who recognize each other as married. This will include children under the age of 19. Family membership shall have two votes. Single and junior memberships shall have one vote. An individual or family becomes a member on the receipt, by the Membership Chairperson, of a completed application form and club dues. Membership in the Club shall be terminated if renewal dues are not received within 30 days of the date due. The Executive Board reserves the right to terminate any membership for action detrimental to the best interest of the Club. Such termination can be appealed to a hearing committee of three members at large appointed by the President. The decision of the hearing committee shall be final.

Article IV. Officers.

The officers of the Club shall be elected by a majority of those ballots cast. The elected officers of the Club shall consist of: President, Vice President, Secretary and Treasurer. The term of office shall be one year. Election of officers shall be by ballot in December, with the term of office to commence on the following January 1st. The appointed officers shall be: Membership, Social Media, Newsletter, Tournament(s), League Directors, Photographer, Website, Gift Coordinator, USTA Liaison, WC Liaison, New Member Liaison, and any additional officers as may be required. These appointed officers shall be appointed by the President with the approval of the Executive Board. The term of office shall be one year.

Article V. Duties of Officers.

Section 1. The President is the chief officer of the Club. The President shall preside at all general and business meetings of the Club and appoint chairperson of all committees, subject to the approval of the Executive Board. The President shall supervise the business affairs of the Club and shall be officer ex-officio of all committees.

Section 2. The Vice President/ shall assist the President and shall assume the duties of the President during any absence or incapacity of the President. The Vice President shall be officer ex-officio of all committees.

Section 3. The Secretary shall conduct Club correspondence, keep minutes of the board and general membership meetings and keep such records as required by the Club’s Executive Board. It shall be the duty of the Secretary to inform the Walnut Creek Public Service Department of the election of officers and any changes in the Club’s charter.

Section 4. The Treasurer shall conduct Club monetary responsibilities. Treasurer shall provide monthly updates, Profit and loss statement, Balance sheet and income statement to Board meetings and also provide for the monthly newsletter. Additionally, will file all tax related efforts and make payments or repayments for all Club activities.
